Summary:

Sadly our time together has come to an end. But beofre we say goodbye to the Bureaucracy for good. Here are some study tips. This is not a section that you can read instead of reading the chapter completely. This is just a little topical review of the major points about the Bureaucracy you should know. I know that you learned enough the first time so that you do not have to go back and search for more information while studying. However, if you do, you know where to find all of the information.

A Bureaucracy (in general terms) has these characteristics:

  1. specification of jobs with detailed rights, obligations, responsibilities, scope of authority
  2. system of supervision and subordination
  3. unity of command
  4. extensive use of written documents
  5. training in job requirements and skills
  6. application of consistent and complete rules (company manual)
  7. assign work and hire personnel based on competence and experience

 

 

 

There are four types of Bureaucratic Entities:

  1. Cabinet Departments
  2. Regulatory Agencies
  3. Government Corporation
  4. Independent Executive Agencies

 

 

 

The Bureaucracy is "Controlled" by other parts of the government

  • Executive Branch
  • Legislative Branch
  • Judicial Branch
  • Special Interestin Groups

 

 

The government spends a lot of time and money regulating different parts of American society and the economy.

The Prossess for Hiring Bureaucrats has changed

  • Patronage/Spoils System
    • Pendleton Civil Service Reform Act 1883
    • Hatch Act 1939
    • Civil Service Reform Act 1978
  • Merit System

Federal Civil Serve has three categories:

  1. Competitive Service
  2. Expect Service
  3. Senior Executive Service

Firing a Bureaucratic is very difficult no matter how incompetant.

There are five major problems with the Bureaucracy:

  1. Red Tape
  2. Conflict
  3. Duplication
  4. Imperialism
  5. Waste

Don't Forget: The Bureaucracy is very complex and everyone has a differing opinion about it.
